Where does the money go?
The Pennsylvania Lottery was established by the Legislature in 1971. The primary purpose of creating the Lottery was, and remains, to generate funds to benefit programs for the Commonwealth's older residents.
- By law, the Pennsylvania Lottery must provide 30 cents (30 percent) of every dollar for the benefit of programs and 40 cents (40 percent) for prizes. The Lottery has surpassed both requirements impressively. Besides the contributions to benefit programs, almost half of the money earned through Lottery ticket sales was returned to the players. Commissions to retailers and vendors accounted for 7 percent of the payment made by the Lottery. Retailers for the Lottery earn 5 cents for every $1 ticket they sell. Low on the list of expenses was the 3 percent of gross revenue spent to operate the Lottery.
